On the 29th November 2025, the Department of Education and Training in Ho Chi Minh City (DOET) held a conference to celebrate the 10-year implementation of Project 5695.

Attending the conference were Deputy Minister of Education and Training Pham Ngoc Thuong; Vice Chairman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy; leaders of Departments and Agencies under the Ministry of Education and Training (MOET), and representatives from DOET of various provinces across the country.
Outstanding results
In his report at the conference, Mr. Nguyen Bao Quoc, Deputy Director of DOET, stated that on November 20, 2014, Ho Chi Minh City People's Committee issued Decision No. 5695 approving the 'Project on teaching and learning Mathematics, Science, and English integrated with the English and Vietnamese Programs in Ho Chi Minh City' (the Integrated English Program).

According to Mr. Quoc, from 2014 to 2024, the number of students participating in the program has gradually increased over the years. Specifically, in 2014, only 18 schools in 3 districts had 600 students participating in the Integrated English Program. After 10 years of implementation, there are now over 160 schools in 20 districts with more than 30,000 students participating in the program.
When implementing the Integrated English Program, schools and classrooms were equipped with projectors, interactive whiteboards, and modern learning support equipment to facilitate the teaching of subjects in English. Additionally, schools have also deployed educational software and advanced technology applications to support students in their learning.
The results of the implementation of the Integrated English Program over the past 10 years are clearly reflected in the quality of education. Specifically, the percentage of students achieving excellent grades at the primary level is over 93%, at the middle and high school levels is over 80%. The pass rate for the Pearson Edexcel certification at the primary level is 86%, at the middle school level is 92%, and at the high school level is 96%.

Most students have achieved the corresponding level according to the 6-level Foreign Language Competency Framework of MOET and Common European Framework of Reference (CEFR). Students participating in the English program, especially in situations related to academics and science, show significant proficiency.
Especially in terms of educational quality, 5 students achieved the highest scores in the world in the Pearson Edexcel international certification exams. 41 students were awarded the highest national scores by the Pearson Edexcel International Examination Board. Additionally, 119 students were recognized by the Pearson Edexcel International Examination Board for their outstanding achievements.
Mr. Phan Van Quang delivered a speech at the conference
In his speech at the conference, Mr. Phan Van Quang, Head of Tan Binh District Department of Education and Training, stated that the 2015-2016 school year was the first year of implementing the Integrated English Program in Tan Binh District. DOET launched the program in 2 primary schools and 2 secondary schools. As of now, 7 out of 26 primary schools and 5 out of 14 secondary schools in the district have implemented the Integrated English Program.
Mr. Quang assessed that Project 5695 has received support and consensus from most parents. Students not only develop their English language skills but also access knowledge and thinking in Mathematics and Science through English. The quality of English teaching and learning in schools has improved significantly.
Foundation for making English the second language
In her speech at the conference, Ms. Nguyen Phuong Lan, CEO of EMG Education, shared that the achievements over the past 10 years have proven that Project 5695 is truly a solid foundation for making English the second language in schools. We have created a sustainable education model that is suitable for Vietnam's conditions and meets the trend of international integration. Students not only excel in knowledge but also confidently communicate and work in English, ready to compete fairly with international peers.

Ms. Lan provided evidence, stating that in 2023, nearly 1,000 students from the Integrated English Program participated and performed well in the Pearson Edexcel international certification exams. In English: 100% of high school students achieved a Pass or higher; in Science: 96% of middle school students and 99% of high school students achieved a Pass or higher; in Mathematics: 100% of students at all three levels (primary, middle, and high school) achieved a Pass. 86% of primary school students and 70% of middle school students achieved Excellent scores. The percentage of high school students achieving Excellent scores in Mathematics is 84%, with 31% of students scoring a perfect 9. Many students have consistently achieved the highest national scores and, notably, the highest scores globally in Mathematics.
These achievements are evidence of the success of Project 5695 and the teaching and learning of Mathematics and Science in English. Looking to the future, we can fully expect a dynamic, confident, and internationally integrated generation of young Vietnamese," Ms. Lan shared.
According to Mr. Phan Van Quang: 'The policy of making English the second language in schools is a sound policy, suitable for Vietnam's conditions in the context of international integration. The Tan Binh District Department of Education and Training has advised district leaders to initially make English the second language in one of the schools that have implemented the Integrated English Program for the past 10 years,' Mr. Quang emphasized.

In his speech at the conference, Deputy Minister Pham Ngoc Thuong stated that the issuance and implementation of Project 5695 by Ho Chi Minh City were timely and on target, demonstrating the far-sighted, strategic, and agile vision of the city's leadership; the accurate and determined advice, courage to think, act, and innovate by the leaders of the Ho Chi Minh City Department of Education and Training. The project has implemented the very specific goals of Resolution 29. After 10 years of implementation, the practical results have proven the project to be positively effective and sustainable.
Deputy Minister Pham Ngoc Thuong suggested that Ho Chi Minh City continue to consider and select not only Mathematics and Science but also other subjects to be taught and learned in English, in accordance with Conclusion No. 91 of the Politburo, gradually making English the second language in schools, within the conditions allowed. Based on the experience of teaching Mathematics and Science in English, research should be conducted to expand to other subjects where possible.
Project 5695 is a model for socialization solutions and international cooperation, public-private partnership; a lesson in teaching methods, assessment, and evaluation, emphasizing that English should not be taught just as a foreign language but as a language..." Deputy Minister Pham Ngoc Thuong emphasized.
Director of Hanoi Department of Education and Training shared at the conference
In his speech at the conference, Mr. Tran The Cuong, Director of Hanoi Department of Education and Training, shared: “The implementation of Project 5695 is one of the experiences to expand and learn from. This project shows that three factors are needed: Determination, human factors (the united will of principals, the collective efforts of the Department of Education and Training, and the direction of the People's Committee), and policy mechanisms. Hanoi has also implemented a similar model for 5 years. Hanoi's target audience is about 1.7 million students. We suggest that the Ministry of Education and Training expand this model and provide guidance so that provincial and city leaders support the education sector in its implementation.” |
