Ho Chi Minh City University of Technology and Education signs cooperation agreement with EMG Education to implement PEIC certificate

On July 18, Ho Chi Minh City University of Technology and Education (HCMUTE) and EMG Education officially signed a cooperation agreement to implement the Pearson English International Certificate (PEIC), an internationally recognized English proficiency certification.

Speaking at the signing ceremony, Associate Professor Dr. Le Hieu Giang, President of HCMUTE, stated that the university currently has more than 36,000 students and offers 51 undergraduate, 19 master's, and 12 doctoral programs. Each year, over 5,000 students graduate, generating a significant demand for English proficiency certification as part of the graduation requirements.

“I firmly believe in the sustainable and robust development of the trilateral partnership among HCMUTE, Pearson, and EMG Education,” emphasized Associate Professor Dr. Le Hieu Giang. “I hope this cooperation will continue to grow and strengthen in the years to come.”

This cooperation marks a significant milestone in the ongoing effort to enhance English proficiency among HCMUTE students in particular, and Vietnamese students in general. It also aligns with the broader goal of training a highly competent workforce that meets the evolving demands of national development, especially in the context of deep international integration.

Ms. Nguyen Phuong Lan, CEO of EMG Education, also delivered remarks during the ceremony, affirming the importance of the collaboration. Under the agreement, EMG Education - Pearson's exclusive partner for PEIC examination services in Vietnam - will work with HCMUTE toward establishing a PEIC test center on campus. This initiative will provide both HCMUTE students and external candidates with greater access to a credible and internationally benchmarked English proficiency certification.

The agreement also lays the groundwork for future joint initiatives between the two parties aimed at developing high-quality assessment and academic programs that help students meet English proficiency requirements and support practical applications in their studies and careers.

As of June 2025, HCMUTE officially recognized the results of PEIC Level 2 - part of the international PEIC certificate suite - as one of the university’s English proficiency graduation requirements.

This collaboration signifies an important step forward in expanding student access to the PEIC certificate. Not only does it provide students with a reliable and practical assessment framework, but it also contributes to enhancing the university's prestige in the field of foreign language education and testing. At the same time, the partnership facilitates EMG Education’s efforts to broaden the reach of the PEIC, bringing international standards closer to Vietnamese learners.

Mr. Anthony Monaghan spoke at the event

Mr. Anthony Monaghan, Senior Academic Manager at EMG Education, highlighted the practical value and learner-oriented design of the PEIC certificate suite. He noted that the Ministry of Education and Training (MOET) has officially recognized PEIC as equivalent to the levels of the Vietnam 6-level Foreign Language Proficiency Framework under Decision No. 93/QD-BGDDT, dated January 5, 2024.

“Currently, over 80 universities across Vietnam have recognized PEIC as either an entry or graduation requirement for undergraduate, master's, and doctoral programs,” Mr. Monaghan shared. “This number continues to rise as more institutions adopt international certifications as part of their academic standards.”

The PEIC (Pearson English International Certificate) consists of six levels, from Level A1 to Level 5, corresponding to levels A1 to C2 of the Common European Framework of Reference for Languages (CEFR). Issued by Pearson Education Group, each level comprehensively assesses the four key language skills: listening, speaking, reading, and writing, in real-life contexts. This enables learners to effectively demonstrate their English proficiency for academic, professional, and international communication purposes. The certificate is widely recognized by educational institutions, organizations, and employers around the world. PEIC is currently available in both paper-based and computer-based formats.

In Vietnam, PEIC examinations are organized by EMG Education—Pearson’s strategic partner. Both organizations have been authorized by the Ministry of Education and Training to jointly conduct PEIC certification exams under Decision No. 868/QD-BGDDT dated March 22, 2023, and Decision No. 2733/QD-BGDDT dated October 3, 2024.
