Ho Chi Minh City plans to enroll students in the Integrated English Program without administrative boundary restrictions

Admissions for Grade 1 and Grade 6 of the Integrated English Program in Ho Chi Minh City are expected to have many new changes compared to previous years.

According to the Ho Chi Minh City Department of Education and Training, the draft plan for early-grade admissions is currently being consulted with relevant departments before being submitted to the City People’s Committee for approval.

This year, the admissions process for Grade 1 and Grade 6 of the Integrated English Program is expected to introduce several new changes to align with the city’s conditions after administrative restructuring and to better meet students’ learning needs.

Under the draft plan, enrollment for Grade 1 and Grade 6 in the Integrated English Program will be implemented in parallel with the mainstream program. It will apply to all students in Ho Chi Minh City and will not be limited by administrative boundaries.

Admission results for the Integrated English Program under Project 5695 will be announced before those of the mainstream program. Students who are not admitted will still be guaranteed the right to participate in the general admission and placement process into regular classes, carried out by the local admissions steering committees according to the standard procedures and local conditions.

Grade 1 enrollment for the Integrated English Program will be conducted at schools that meet the required teaching and learning conditions in accordance with local enrollment plans.

Local admissions steering committees will direct schools to review and supplement facilities, classrooms, and necessary equipment to ensure adequate infrastructure and teaching resources for the implementation of the Integrated Maths, Science, and English Program under Project 5695, as regulated by the Ho Chi Minh City Department of Education and Training.

Enrollment for the program will be conducted in parallel with the mainstream program and will not be restricted by administrative boundaries.

Educational institutions will develop admission criteria in order of priority, including:

  • Students currently residing in the ward/commune where the school is located
  • Students residing in neighboring areas
  • Students meeting other criteria set by the school in line with actual conditions

The list of admitted students will be approved by the local admissions steering committees based on proposals from schools.

The Grade 6 Integrated English Program under Project 5695 will be implemented in localities that have already offered the program at the primary level to ensure continuity. Schools offering the program must fully meet the required standards for facilities and teaching staff according to the city and local enrollment plans.

Enrollment for Grade 6 will also run in parallel with the mainstream program and will not be restricted by administrative boundaries.

Students will be admitted to Grade 6 of the program if they meet one of the following conditions:

  • Completed primary education under the Integrated English Program (Project 5695); or
  • Completed the national primary education program and demonstrated English proficiency that meets the criteria set by the relevant academic department.

Admission results for the Integrated English Program will be announced before the mainstream program. Students who are not admitted will still be guaranteed placement in regular classes according to local regulations.
