Hanoi Implements International ICDL Informatics Program

Hanoi will implement the International Computer Driving Licence (ICDL) program in general schools starting from the second semester of the 2025–2026 academic year, aiming to standardize students’ digital skills and enhance their readiness for the global digital environment.

On October 3, the Hanoi Department of Education and Training (DOET), in collaboration with EMG Education Group, held a conference to introduce and launch the ICDL Digital Student program — an international standard in digital education.

The event took place in person at the DOET headquarters and was connected online to 416 local venues across wards and communes, with the participation of more than 15,000 delegates.

In his opening remarks, Mr. Trần Thế Cương, Director of the Hanoi DOET, emphasized that the event marks an important milestone in the city’s roadmap to cultivate a generation of students equipped with comprehensive digital competence and capable of international integration

He noted that amid digital transformation reshaping every aspect of life, education plays a pioneering role in preparing young people with the knowledge, skills, and confidence to succeed in the future. As the country’s leading educational hub, Hanoi must take the lead in equipping students with digital literacy, technological capability, data analysis skills, and innovation capacity in the digital age.

The implementation of the ICDL Digital Student program will enable Hanoi’s students to meet international digital skill standards while reinforcing the city’s pioneering role in educational reform and global integration.

The conference was organized to deepen participants’ understanding of the ICDL Digital Student program - its value, structure, and implementation roadmap. It also served as a forum for teachers and education administrators to openly discuss challenges encountered during implementation and to reach consensus on practical solutions for effective and consistent application in schools.

Mr. Trần Thế Cương requested that DOET’s specialized departments coordinate with relevant units to promptly finalize a comprehensive plan and submit it to competent authorities. Schools were encouraged to proactively develop pilot programs by selecting appropriate classes and grade levels to begin implementation in the second semester of the 2025–2026 academic year.

During the workshop, representatives from participating institutions and schools were introduced to the program’s objectives, structure at each educational level, and implementation timeline. Teachers actively exchanged ideas, discussed challenges, and together identified feasible solutions to ensure the program’s smooth and effective integration into the educational system.

Participants agreed that rolling out the ICDL Digital Student program is a vital step in standardizing international digital competence, which is highly necessary for Hanoi students in the era of global integration. Schools expressed readiness and commitment to gradually adopt the program according to their own circumstances.

Building a Comprehensive Educational Ecosystem

A distinctive feature of the ICDL Digital Student program lies in its creation of a comprehensive and unified educational ecosystem. The program is structured into scientifically designed knowledge modules for each educational level, with each stage focusing on specific learning goals while maintaining strong interconnection across levels.

  • Primary level focuses on familiarizing students with the digital world and basic applications.
  • Lower secondary level develops skills in using office tools and online networks.
  • Upper secondary level emphasizes advanced office applications and in-depth topics such as cybersecurity, online collaboration, and programming.

Through the ICDL Digital Student international informatics program, students gain access to a globally recognized curriculum and a lifelong, internationally acknowledged certificate. Teachers are supported by a modern and integrated teaching ecosystem, including standardized curricula, interactive digital lessons, and intelligent online assessment systems.

From a school management perspective, the program helps standardize teachers’ qualifications and IT education quality according to international benchmarks. It also provides effective management and reporting tools to track students’ learning progress.

With the official implementation of the ICDL Digital Student program in Hanoi, EMG Education reaffirms its commitment to supporting Vietnam’s education sector in building a generation of global digital citizens.

After a productive working session, the conference concluded successfully.
