Ho Chi Minh City Adds a New International Benchmark for Integrated English Program

The ACT test, administered by the American non-profit testing organization ACT, will serve as a new benchmark for Ho Chi Minh City’s “Integrated English Program,” which teaches mathematics and science in English.

Leaders from the Ho Chi Minh City Department of Education and Training (DOET), ACT, and EMG Education recently signed a cooperation agreement officially recognizing the ACT as an exit qualification for the city’s Integrated English Program.

Currently, more than 400 classes with approximately 12,000 students across the city are enrolled in the program, which integrates English into the teaching of mathematics and science. Starting from this academic year, the program will also be introduced at the high school level in four pilot schools with a total of 270 students.

ACT is an independent, non-profit organization specializing in educational assessment, research, program management, and workforce development. Each year, ACT administers tests and assessments to millions of high school, college, and university students, as well as to professional associations, corporations, and government agencies in the United States and around the world.

The ACT results are recognized by all U.S. universities as part of their admissions process and are considered the “gold standard” for American college entrance exams. The test consists of four multiple-choice sections—English, Mathematics, Reading, and Science—and an optional Writing test.

In addition to its acceptance by 100% of U.S. colleges and universities, ACT scores are also recognized by higher education institutions in many other countries, including the United Kingdom, Australia, Canada, Singapore, Malaysia, and Thailand.

Ms. Nguyen Thi Thu, Vice Chairwoman of the Ho Chi Minh City People’s Committee, emphasized that this cooperation provides parents and students in the Integrated English Program with an additional internationally recognized pathway aligned with U.S. education standards. However, she also urged relevant departments to develop detailed implementation plans to further improve the quality and expand the reach of the Integrated English Program across the city.
