In the context of Vietnam’s Party and Government decisively implementing breakthrough resolutions on digital transformation and educational development, the ICDL Digital Student international-standard informatics program has been launched in schools across several provinces and cities such as Ho Chi Minh City, Hanoi, Nghe An, and Son La — marking a timely and appropriate direction.
A Key Step Towards National Strategic Goals
The international-standard informatics program represents an important step in realizing the spirit of Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, as well as Resolution No. 71-NQ/TW (dated August 22, 2025) on breakthroughs in education and training development.
The ICDL Digital Student program is designed for students at primary, lower secondary, and upper secondary levels. It focuses on three key pillars of knowledge: Information and Communication Technology (ICT), Computer Science, and Digital Literacy.
These three pillars play a crucial role in enhancing students’ digital competence in accordance with Circular No. 02 issued by the Ministry of Education and Training (MOET), which outlines the Digital Competence Framework for Vietnamese learners. The program equips students with the necessary digital skills to meet the goal of comprehensive national digital transformation.
The ICDL Digital Student program not only aligns with Vietnam’s national curriculum for Informatics but also fully meets the competency domains of the European Digital Competence Framework (DigComp) — one of the most reputable and widely adopted digital literacy frameworks in the world.
The implementation of ICDL Digital Student is in line with major national strategies such as Decision No. 749/QĐ-TTg on the National Digital Transformation Program, aiming to place Vietnam among the world’s top 50 countries in e-government development; Decision No. 146/QĐ-TTg on universalizing digital skills for all citizens; and Resolution No. 57-NQ/TW emphasizing digital transformation as one of the nation’s most important breakthroughs.

Most recently, the Ministry of Information and Communications issued Decision No. 2031/QĐ-BTTTT recognizing ICDL certification as meeting the national standard for basic IT skills in Vietnam.
From an educational management perspective, the Ministry of Education and Training highly appreciates the ICDL program, acknowledging its contribution to equipping students with digital skills and developing their informatics competencies, thereby creating opportunities for them to study and obtain internationally recognized IT certifications.
A Comprehensive Educational Ecosystem
With the goal of building a complete and synchronized educational ecosystem, the ICDL Digital Student program is structured into scientifically organized knowledge modules for each educational level, with specific focuses that are interconnected across stages.
Specifically:
Primary level introduces students to the digital world and basic applications.
Lower secondary level focuses on developing skills in using office tools and online networks.
Upper secondary level advances to applied informatics knowledge at higher levels, including cybersecurity, online collaboration, and programming.

Currently, the ICDL program is available in over 100 countries with a network of more than 20,000 test centers, having certified over 17 million individuals worldwide.
